SubjectClose damping and excitation simultaneously in SAD

Hello, I am doing tracking simulations for SuperKEKB. I want to close damping and excitation simultaneously in SAD, and then add them manually. I tried to set flags like:
NORAD;
NOFLUC;

BUT when I use STAT to check the flags, SAD gives:
NORAD RFSW NORADCOD COD NOINTRA RING EMIOUT GAUSS BIPOL INS NOFFSPRMPT NODAPERT FIXSEED
REAL NOCODPLOT CANON NOPOL DAMPONLY NOCMPLOT NOFOURIER NOTRACKSIZ SIMULATE ABSW
JITTER TRGAUSS NOLWAKE NOTWAKE BARYCOD BATCHSTA CONV STABLE NOSPAC NORADLIGHT GEOCAL NOPHOTONS NOWSPAC
NOSELFCOD NOPSPAC CONVCASE NOPRSVCASE

It looks that DAMPONLY is turned on. It seems that I cannot close damping and excitation simultaneously. Is it right?

NORAD turns off both damping and excitation, no matter FLUC or DAMPONLY.

I see the FLUC flag in the above list, that's why I was wondering if fluctuation is still turned on when I set NORAD.

I checked it using tracking. The flag FLUC has no effect on the final results. I think I got the answer. Thanks.
