Fixes:

1. There was a confusion on the context of DownhillSimplex in the definition in optimize.n. This was since 3/28/2019, but did not appear on surface in many cases depending on how it is called.

2. DP0 did not return the current value.

3. TYPE to use SIGZ instead of SIGMAZ for BEAMBEAM.

4. Patches for tcltk 8.6.11:

generic/tkFont.c

generic/tkCmds.c

5. Canvas for tk8.6.11 had wrongly specify Angle for tk<=8.5.

6. Disable (UN)LOCK_NOTIFIER_INIT & (UN)LOCK_NOTIFIER to avoid crash at fork in macosx/tclMacOSXNotify.c for 8.6.11. The reason is not known, but necessary as a temporary fix.

Changes:

1. SADHelp updated at https://hep-project-sad.web.cern.ch/SADHelp/SADHelp.html .

2. Disable tcltk update in child processes more totally.

3. Rearraged toplvl.f to unify modules tfrbuf and tfshare.

4. Changed the timeout of Parallelize from 600 sec to 2000 sec. If a subprocess takes longer than this period of time after the completion of the fastest subprocess, it is aborted, returning Undefined for the result.
