Fixes:

1. Equal (==) returns False if the lengths of lists on the both sides are not equal. This follows the way of Mathematica. This was deviated at 1.1.9.

2. Tracking of spin returned all zero if an element does not have rotation errors. This was since around 1.1.8.7 in Aug. 2020.

3. Fixed branches, poles, and convergence in special functions by rewriting totally. Some of them such as HurwitzLerchPhi and LerchiPhi still have issues esp. for complex args.

Changes:
1. Switched Equals to SameQs in some lirary files in Packages.

Added:
1. Special math functions:
Binomial,Multinomial,InverseErfc,HarmonicNumber,Factorial2,ExpIntegralE,ExpIntegarlEi,LogIntegral,SinIntegral,CosIntegral,SinhIntegral,CoshIntegral,WhittakerM,WhittakerW,HermiteH,FresnelS,FresnelC,Zeta,HurwitzZeta,Hypergeometric0F1,Hypergeometric0F1Regularized,Hypergeometric1F1,Hypergeometric1F1Regularized,HypergeometricPFQ,HypergeometricPFQRegularized,HypergeometricU,PolyGamma,PolyGammaGeneralized,PolyGammaGeneralizedHurwitz,LerchiPhi,HurwitsLerchPhi,PolyLog. All of them take complex args.

Fixes:

1. Expressions in parameter replacements with Power with complex numbers and non-number args have been mishandled since a long time ago, before this Git started in Feb. 2016.

Changes:

1. Improved convergence of LerchPhi and HurwitzLerchPhi by applying PolyGamma efficiently.
